TITLE: PROPOSALS ENGINEER

1.GENERAL DESCRIPTION

Preparation of proposals.

3.DUTIES AND RESPONSIBLITIES

3.1Proposals

Upon receipt of enquiry:

a)Checks that the requisition, specifications, data sheets, drawings and terms and conditions have all been received. Then distributes the information to Proposals Manager, Commercial Manager, Sales Manager and Sales Director.

b)Carries out a review of the enquiry documents and organises bid strategy meeting with the Proposals Manager, Commercial Manager, Sales Manager and Sales Director.

c)If necessary copies piping/steelwork material specifications and fabrication/welding specifications to Production Manager and Quality Manager for review and comments. This is for jobs with exotic materials or high pressure or special testing etc.

d)Provide Technical Dept with all information needed to produce the system design.

e)In liaison with Technical Dept. , produce P&ID’s( currently drawn by others).Carry out checking , and ensure TechnicalDept.Approve the bid issue.

f)Organises the production of General Arrangement Drawings. Carry out final checking thereof and obtain Proposals Manager’s approval of the bid issue.

g)Carries out the calculation of material quantities and manufacturing manhours and the pricing thereof. ( piping , bolting , gaskets , skids , supports , drip trays , ladders , platforms , gratings , lifting beams etc, plus fabrication,assembly and testing )

h)Carries out calculation of the engineering manhours (Project Mgr, Project Eng, Stress Eng, Instrument& Electrical Eng, Technical )and pricing thereof.

i)Carries out calculation of the QA/QC ( inspection and testing) and pricing thereof.

j)Prepares and sends out enquiries for all bought out equipment ( vessels , pumps , valves , actuators , strainers, instruments , etc) and services ( like 3rd party inspection) The enquiries would normally include requests for spare parts quotations.

k)Ensures that correct information is given to sub-contractors.In the case of raw material enquiries for UK build, liaises with Production Manager.

l)Checks that sub-contractors’ quotations are strictly in accordance with client’s specification and evaluates to determine most competitive source of supply.

m)Ensures compliance of scope costed with the scope to be included in the Tender.

n)Reviews client’s specifications and ASL Proposal Data Sheets and Drawings. Prepares draft technical proposal and submits to the Proposals Manager for checking and approval.

o)Prepares proposal cost estimate in accordance with the scope of supply.

p)Copies draft cost estimate to the Managing Director, Sales Director and Proposals Manager.

q)Ensures that all sub-contract quotes are in hard copy on the job file or in the e-files for the job.

r)Liaises with the Commercial manager to ensure that the Commercial Bid is produced on time in the format required.

s)Prepares Final Commercial and Technical Proposal

t)Reviews cost estimate with PROPOSALS manager Sales Director and Managing Director and agrees project margin.

u)Ensures that the bid is delivered to the client on time, in the format and number of copies needed.

v)Ensures that the agent and Sales manger are provided with copies of the bid.

During Bid evaluation period

a)Respond in a timely manner to all client requests for clarifications , enlisting the help of other departments as required

b)All commercial matters must be discussed with the Commercial Manager and the Sales Director.

c)All price impacts to be discussed and agreed with the Sales Director.

d)Attend bid clarification meeting(s) as and when required

e)Maintain all subvendor quotes within validity

f)Continue to review all costs, if time

3.2Upon Receipt of an Order

a)Reviews order in conjunction with Proposals Manager and Sales Director and comments on any deviations found.

b)Prepares Handover Budget giving detail price breakdown for submission to Proposals Manager.

c)Prepares documents and arranges project hand-over to Managing Director Engineering Manager , Project Manager and nominated project team.

d)At the Handover meeting , provide a comprehensive briefing for the project team and hand over all the job correspondence ( client and subvendor)

3.3During period of Contract

a)Generally provides estimating assistance to Tendering and contract activities when required.

b)Provides assistance to project managers when required to clarify technical, commercial and budget matters in the bid documents.

3.4Sales

At the requestof the Sales Director or Sales Manager the Proposals Engineer may be asked to assist sales in the following areas:-

a)Maintain contact with customers.

b)Preparation of Budget Proposals

c)Responding to customers requests for information

d)Bid Negotiations

3.5Nature and Scope

a)General Environment

The company specialises in the design and manufacture of

§Gas and Oil Metering Systems in accordance with national and international standards and guidelines from government bodies such as DTI, NPD, Petronas, Socar etc.

§Produced Water treatment for the oil and gas industry utilising hydrocyclone technology ( and other new products) .

§Water Injection Filtration and Deaeration for the oil and gas industry .

a)Specialised Technical Knowledge and Skills

Honours Degree in Chemical or Mechanical Engineering.

Experience in understanding and implementation of engineering specifications for process, mechanical and electrical equipment and materials to International Standards.

Engineering experience and knowledge of Quality Assurance procedures and documentation.

b)Related Job Experience

Previous engineering, sales, proposals and / or projects experience.

Knowledge of design and manufacturing procedures/ standards, quality assurance and product specifications in the oil and gas industry, with particular reference to custom built packaged equipment .

c)Major or Unusual Problems

(i)Compliance with different specifications and design standards for each project while maintaining design and engineering effort for each project within budget.

(ii)Sourcing materials and equipment to acceptable standards of design, manufacture, testing and certification, ensuring delivery is within project programme and cost within budget.

Anticipating potential problems by sub-suppliers in accepting purchase order specifications and take corrective action.

(iii)Communication with people in other engineering disciplines to cover all aspects of plant design.

(iv)Understanding, interpretation and implementation of project QA requirements.

(v)Understanding conditions of contract and communication/negotiation with commercial personnel.

(ii)Assistance, advice and organisational support (facilities, support from other departments, human resources) from Directors. 

(iii)Selective training courses covering job related subjects in other engineering disciplines and past experience in the job.

e)Responsibility and Decision Making Authority

(i)Technical and commercial evaluation of suppliers, for quotation purposes.

(ii)Preliminary designs for quotation purposes.

f)Contacts Within and Outside the Organisation

(i)Within the Company

All ASL departments, the Directors and Managing Director. 

(ii)Outside the Company

Customers’ Engineers and commercial personnel (pre-contract).

Sub-suppliers

Independent inspection authorities, e.g. Lloyds, DNV, sub-suppliers of equipment and services and site contractors.

3.6Reference to the Sales Manager and Sales Director in the following areas:

Agree Strategy

Review and approval of cost estimates

Agree gross margins

Review and approve terms of payment

Review and approve delivery penalties e.g. L.D.’s on delivery /time is of the essence

Agree delivery

Review and approve bonding/bank guarantee requirements

Review and approve warranty requirements

Review liabilities for direct/indirect/consequential losses
